Millerstown Borough Council Meeting Minutes April 7, 2025 Those in attendance: President Rob Shipp, Vice President Kevin Hertzler, Council members Rich Fegley, Tim Ritzman and Donna Showers. Secretary Karen Knellinger, Plant Manager Jared Wagner and Operator Brycen Little. Mayor Kerns HRG, engineer Isaac Underhill, Solicitor Bill Dissinger and Zoning Officer Tim Reilly. President Shipp called the meeting to order at 7:02 pm. Public and Private Concerns Sign ins: Dave Patton, representing the Bicentennial Committee asked to have three signs from Freedom Park, since it has been sold, moved and placed at the Borough with the other two. The signs represent people and places in town and would not be relevant at the Community Park. They would pay all costs to move the signs and put them at the Borough building in mulch. Council unanimously approved. The issue of the outside light protruding into neighboring yards was brought up. Resident Jordana Sarver advised there are two lights turned back on and this issue is a constant source of harassment towards her. Resident Mike Sweger advises he will not be removing the light but will redirect the beam as stated last month but the weather has not been good enough. President Shipp warned both parties this will not be a constant issue the Council has to deal with. Both parties need to be reasonable and the light is too bright and needs to be corrected. Fines will be imposed if this is an issue again. The minutes from the regular meeting were emailed and reviewed. Vice President Kevin Hertzler made a motion to approve the minutes as presented. Councilmember Showers seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Councilmember Ritzman made a motion to approve the minutes as presented. Councilmember Fegley seconded the motion. Approval was unanimous. Street Committee Report Jared advises he put cold patch on Sunbury Street at the intersection and this seems to be holding. The North High Street patch keeps coming out, he will fix it again. He is also putting grass on E. Sunbury Street around the fire hydrant on the Moore property. Councilmember Showers asked again if the berm outside her porch can be painted as it is a trip hazard. Jared will do it this week. Penn Dot has two locations where they will be installing traffic counters on Borough Streets for their databases. This is to occur sometime between now through and November on Nace, Shiffer and Poplar Streets. Sewer Committee Jared advises the generator battery at the pump station has been replaced. The block heater went out and will need to be replaced since it will only crank one time. The sludge pump is still out to Weber Electric. The blower motor in the old digester needs to be repaired. Kline’s cleaned out the pumping station. Water Committee Report The water tower cleaning will be scheduled for some time later in the summer. Brycen has taken his water certification exam and is awaiting results. Finance Committee Report Hamilton and Musser, CPA, have compiled the data for the audit with no findings. The preliminary audit will be reviewed and after approved, sent to DCED. Solid Waste Committee Report Nothing to report. October 11th, is our cleanup day. Solicitor’s Report Solicitor Dissinger advises nothing to report. Engineer’s Report Isaac advises he has no new land development plans to review. They have updated the scope of the CFA grant to reflect the force main pigging. The project will need to be bid and the engineering fees to be used are $42,000. They are still working with EPA for the secondary water source. The CFA small water and sewer grant is available with a $15,000 match. We may need additional funding for the construction and treatment of the new source well not covered by the EPA grant. The deadline for submission is April 30th with awards next year. This is a competitive grant and a maximum request of $500,000 would be requested. HRG will hope to spread out the funds to stay under the threshold for a single audit requirement which could cost upwards of $30,000. Councilmember Ritzman made a motion to approve the $4,000 grant Engineer’s Report cont. application fee to HRG to apply for the small sewer and water grant. Councilmember Fegley seconded the motion. Approval was unanimous. The Chapter 94 and Chapter 110 reports have both been submitted to DEP before 3/31. They are working on the NPDES permit renewal application which is every 5 years. The PFAs testing compliance has been completed. The CCR report is due to the residents by 7/1. Zoning Permit Zoning Officer Reilly advises he had one approved application for a deck and porch expansion at 121 School. Mayor’s Report PSP has been warning residents for enforcing the no parking on South Market Street, and then they will begin citing. The Corporal will be attending a future Council meeting. There is a dismantled pickup truck on Greenwood Street. Secretary Knellinger will get in touch with the building owner. Old Business None New Business Jared advised the zero turn mower needs new tires on the back. The estimate from Hilly Ridge is $400 to replace with solid tires. This was approved as a maintenance item. Council members Fegley and Ritzman will be attending the EMS Strategic Planning meeting. Council congratulated Jared for 3 years with the Borough on 2/28. After review, Vice President Hertzler made a motion to approve the audit as presented. Councilmember Ritzman seconded the motion. Approval was unanimous. Councilmember Ritzman made a motion to adjourn. Councilmember Fegley seconded the motion. Approval was unanimous. The next meeting will be held on Monday, May 5th at 7pm.
